Other than that, there’s nothing that makes the two animals physically similar. The idea that “small, fluffy mammal with pointy ears = cat” most likely stems from cats being a more common sight among humans than foxes. The only plausible similarity that I think people are drawing between the two is the ears. The aforementioned statement already proves that cats and foxes don’t even fall into the same category (cats are Felines, foxes are Canidae), they are not similar in species whatsoever.
I specifically used a Hound Dog in this image since that’s the particular breed that Goofy and Pluto are based on, and in turn, the dog species in Toontown as well. A fox is not a dog any way you look at it. While both animals fit into the Canidae family, Dogs are specific to the domestic subspecies of Canis Lupis, while Foxes are listed as Vulpine.
